
IQAC Reference Letter (July 2025)
On 8 April 2025, the Cabinet of Ministers of the Republic of Uzbekistan issued Decree No. 209, establishing the country’s first public–private partnership higher education awarding and accreditation centre — the International Qualifications and Assessment Centre (IQAC).
The decree authorised the Agency for Strategic Reforms under the President of Uzbekistan, in cooperation with the Integrated Qualifications Framework (IQF, UK), the Ministry of Higher Education, Science and Innovation, and other national bodies, to set up IQAC.
Key functions of IQAC include:
⦁ Developing and improving integrated vocational and higher education programmes in line with international standards.
⦁ Introducing UK-aligned programmes across sectors such as business, IT, engineering, transport, tourism, and hospitality.
⦁ Awarding national qualification certificates recognised by the Uzbek labour market.
⦁ Ensuring credits and learning outcomes are recognised by UK institutions (e.g. University of Hertfordshire, Northumbria University, Ulster University, Coventry University, and others).
⦁ Providing professional development and training programmes.
The IQAC Reference Letter (July 2025) formally confirms that:
⦁ IQAC was legally established under the Cabinet Decree.
⦁ All IQF qualifications (Levels 3–8) have been adopted by IQAC and approved by the Ministry of Higher Education, Science and Innovation.
⦁ IQF qualifications are now officially recognised within Uzbekistan’s National Qualifications Framework.
⦁ These qualifications are being integrated into the national curriculum and delivered through authorised higher education institutions nationwide
